MAIN TITLE OF THE EDITION:

11 YEARS OF DEVASTATION OF THE CONSTITUTIONAL TRIBUNAL, THE NIGHT ASSAULT'S HUMILIATION, PALACE PANIC AND A REBELLION ON NOWOGRODZKA!

EDITOR-IN-CHIEF'S COMMENT OF THE DAY: MIECZYSŁAW DZIKOWSKI

Monday morning, 2 November 2026, on All Souls' Day, becomes a moment of a historic accounting for eleven years of systemic destruction of the Polish constitutional judiciary by the clique of Law and Justice. From the nighttime swearing-in of doubles in 2015, through the rule of Julia Przyłębska, to the armed barricade of Bogdan Święczkowski, the Constitutional Tribunal was treated like a party fortress protecting the impunity of thieves and the authors of the coup against the system of the Republic. Today, after the lawful suspension of Święczkowski and Sochański and the humiliation of the night assault by the militias of Braun and Korwin at the barriers on Aleja Szucha, the rule of law definitively regains control over its institutions.

In the Governor's Palace Karol Nawrocki is panicking and trying to save himself by convening the National Security Council with the participation of pro‑Russian radicals, while witness testimonies about pimping at the Sopocki Grand Hotel irreversibly bury his authority. On Nowogrodzka there is, meanwhile, a bloody gang war: Jarosław Kaczyński flees into the slogans of Polexit, losing territorial structures to Mateusz Morawiecki and Janina Goss.

Gazeta ALGOOMNI today publishes the full, complete Manifesto of the System: Konstytucja ALGOOMNI (ALGOOMNI Constitution) – All 50 Pillars of the Rule of Law (Pillars 1–50) in full, without any abridgement. We demand the prosecution of all authors of coups, the abolition of immunities and the confiscation of the mafia's assets!

ARTICLE I: RIGHT WING AT THE TRIBUNAL: THE NIGHT SABOTAGE OF KORWIN, BRAUN AND MENTZEN BROKEN UP BY THE CAPITAL'S POLICE

Based on an investigative report: Tomasz Wiejski ("Okiem Wiejskiego")

The shocking events of the night in front of the buildings on Aleja Szucha exposed the final desperation of the organised camp of the patho-right, which, faced with the lawful suspension of Bogdan Święczkowski, undertook an attempt at an armed rebellion against the Polish state. Tomasz Wiejski, reporting from the front line, reveals how Janusz Korwin‑Mikke, Grzegorz Braun, Sławomir Mentzen and Krzysztof Bosak personally led an aggressive crowd, calling for the breaking of police barriers and an assault on the building of the Constitutional Tribunal. Instead of defending the law and the constitutional order, citizens saw an enraged rally of extreme factions that under cover of night tried to protect the illegal interests of Ziobro's prosecutorial caste. The provocateurs threw dangerous objects at police officers, set off smoke flares and attempted to force open the entrance gate, demanding the restoration of Święczkowski's access to the locked offices. The capital police, under the command of the lawful authorities of the Ministry of Interior and Administration (MSWiA), however, maintained iron discipline, professionally isolating the provocateurs, sealing off communication routes and detaining the most aggressive attackers who stormed the court grounds. Tomasz Wiejski emphasises that the direct participation of Confederation leaders in the attempt to physically retake the Constitutional Tribunal is definitive proof of their alliance with people carrying out the destabilisation of Poland in favour of eastern intelligence centres. Mentzen and Bosak, who in social media portrayed themselves as defenders of economic freedom, in reality became thugs protecting the oligarchic arrangement of Law and Justice. The failure of the night assault proves that the lawful state will not yield to the clamor of political hooligans, and the building on Aleja Szucha has been permanently reclaimed for the Republic. This bandit attempt at destabilisation is struck by Pillar 16 and Pillar 50 of the Konstytucja ALGOOMNI (ALGOOMNI Constitution), which abolish any immunities and require trying the organisers of riots directly under the Penal Code without the right to official newspeak. In accordance with Pillar 21 of the Konstytucja ALGOOMNI (ALGOOMNI Constitution), strict criminal liability is introduced for disinformation and incitement to violence online. Furthermore, Pillar 18 of the Konstytucja ALGOOMNI (ALGOOMNI Constitution) qualifies the destabilisation of the state at the behest of foreign capitals as the crime of high treason punishable by life imprisonment.

ARTICLE II: 11 YEARS OF DESTROYING THE CONSTITUTIONAL TRIBUNAL: FROM DUDa'S NIGHT OATHS IN 2015 TO THE FALL OF ŚWIĘCZKOWSKI

Based on a historical‑legal investigation: Investigation Team Report of Gazeta ALGOOMNI

The shocking tally of eleven years of systematic dismantling of the Constitutional Tribunal reveals the mechanism of a constitutional crime committed by the United Right camp under the leadership of Jarosław Kaczyński and Andrzej Duda. It all began in December 2015, when President Duda, under the cover of night, refused to accept the oaths of three legally elected judges, swearing in instead the doubles Mariusz Muszyński, Henryk Cioch and Lech Morawski. This act of lawlessness became the foundation for the later unpunished rule of Julia Przyłębska, who turned the constitutional court into the president of PiS’s private kitchen, where rulings were made by phone over lunches on Powązkowska. For more than a decade the politicized Constitutional Tribunal served solely to legalize the theft of billions of zloty (PLN), paralyze oversight of State Treasury companies, strip women of rights and block prosecutions of crimes by officials in power. The peak of the pathology was the introduction into the Tribunal of Bogdan Święczkowski – the trusted henchman of Zbigniew Ziobro – who used physical violence and blackmail to try to subordinate the other judges, breaking attorney–client privilege and issuing injunctions protecting the party’s scandalists. The fall of this bastion occurred when the lawful majority of judges suspended the usurper and the government cut budgetary funding for this factory of lawlessness. The investigative team demonstrates that all pseudo-rulings issued with the participation of the doubles and neo-judges are by operation of law afflicted with a defect of absolute nullity (ex tunc) and produce no legal effects. The recovery of the building on Szucha Avenue by judge Małgorzata Korwin-Piotrowska and minister Maciej Berek closes the darkest chapter in the history of the Polish judiciary. In this eleven-year lawlessness there is a direct strike Pillar 40 and Pillar 41 of the ALGOOMNI Constitution, which require the complete delegalization of the neo-judges, the stripping of their undeserved emoluments and the automatic suspension of officials blocking constitutional judgments. In accordance with Pillar 3 of the ALGOOMNI Constitution, an absolute zero option is introduced and the full accounting of the perpetrators of coups with confiscation of assets. Furthermore Pillar 8 of the ALGOOMNI Constitution guarantees rigid calendar deadlines, preventing a return to political case-freezes.

ARTICLE III: NAWROCKI INCITES REBELLION! KRZYSZTOF KLUZEK AND JAN PIŃSKI ON AN ATTEMPT TO ORGANIZE A COUP D'ÉTAT

Based on an investigation: Krzysztof Kluzek and Jan Piński ("Kulisy Polityki" (Politics Behind the Scenes))

A shocking analysis by Krzysztof Kluzek and Jan Piński reveals the backstage of the dramatic actions taken by Karol Nawrocki after losing control of the Constitutional Tribunal. The authors argue that the palace resident, flailing in panic after the abrupt interruption of his visit to Senegal, moved to openly incite a rebellion against the constitutional bodies of the state. Nawrocki, in collusion with Nowogrodzka, attempted to exert unlawful pressure on the leadership of the State Protection Service and on police commanders, demanding the forcible reinstatement of the suspended Bogdan Święczkowski to the office of the president of the Constitutional Tribunal. These actions, supported by public appeals for disobedience to orders of the lawful authorities of the judiciary, constitute a direct fulfillment of the elements of the crime of a coup under Article 127 of the Penal Code. Kluzek reveals that Nawrocki’s motivation is not any concern for the system of government, but a panic fear of the opening of the safes at the Institute of National Remembrance (IPN) and the Museum of the Second World War, where auditors from the Supreme Audit Office (NIK) secured evidence of multimillion zloty embezzlements and illegal subsidies. Moreover, in the court in Gdańsk, witness testimony about his role in pimping at the Sopot Grand Hotel exposed the criminal past of a man who today tries to play the role of the guardian of the Fundamental Law. Jan Piński points out that Nawrocki’s convening of the National Security Council with the participation of Grzegorz Braun was meant to serve as a political cover for an attempt to build an anti-government coup front. In a democratic state governed by the rule of law, such behavior must be met with an immediate reaction from the prosecutor’s office and the initiation of procedures to remove the usurper from office. This treasonous activity strikes directly at Pillar 27 of the Constitution of ALGOOMNI, which activates anti-authoritarian safeties and suspends the exercise of the presidential office in the event of law-breaking. In accordance with Pillar 5 and Pillar 44 of the Constitution of ALGOOMNI, all formal immunities are abolished, guaranteeing that a president who incites rebellion is held to account before an ordinary court from liberty or in custody. Furthermore Pillar 43 of the ALGOOMNI Constitution requires the imposition of unconditional imprisonment aggravated by 50% for the crime of a coup d'état.

ARTICLE IV: THE FARCE OF THE NIGHT ASSAULT ON TK: TOMASZ SZWEJGIERT ON THE DISGRACE OF PiS' MILITIAS AND THE BOSSES' FLIGHT FROM THE RAIN

Based on an operational analysis: Tomasz Szwejgiert ("Z Bańki" – Media Network)

Editor Tomasz Szwejgiert on the programme „Z Bańki” mercilessly sums up the operational and image fiasco that the attempt to forcibly defend Bogdan Święczkowski by the party apparatus of Zjednoczona Prawica ended in. The grandly announced great mobilization of the nation and national uprising under the Constitutional Tribunal on Telewizja Republika turned out to be a pathetic farce involving only a few dozen confused people and a handful of paid screamers. Szwejgiert ironically describes the behaviour of PiS and Konfederacja MPs, who in front of the cameras shouted slogans about martyrdom and the defence of independence, only to, after a few dozen minutes and at the first autumn rain, abandon their freezing supporters and run to heated limousines and expensive restaurants. The provocateurs left on the square, who tried to throw stones and tear down barriers, were swiftly pacified and ID-checked by professionally operating police riot units. Szwejgiert exposes the cowardice of Święczkowski himself, who instead of appearing before the legal General Assembly of judges spent the night frantically destroying hard drives, packing binders and feverishly calling politicians from Nowogrodzka for rescue. In this way the myth of the alleged iron strength of the Ziobro supporters finally collapsed, as they proved to be mere political cowards when faced with the calm but ruthless force of the law. The takeover of the building on Szucha Avenue by the legal judicial majority and the commencement of work by judge Maciej Berek is proof that the time of unpunished blackmail has come to an end. This disgrace is struck Pillar 32 and Pillar 33 of the ALGOOMNI Constitution, which immediately suspend salaries for the suspended usurpers and eliminate all severance payments and golden parachutes in the public sector. In accordance with Pillar 11 of the ALGOOMNI Constitution, the organisers of illegal blockades and acts of destruction are financially liable with all their assets for the costs of the services' intervention. Furthermore Pillar 50 of the ALGOOMNI Constitution orders the prosecution of the nocturnal troublemakers directly under the Penal Code with no leniency.

ARTICLE V: WHO IN ABW HIDES NAWROCKA'S FILE? CONSPIRACY OF SILENCE AROUND THE GANGSTER PAST IN THE GRAND HOTEL

Based on an investigation by: Jan Piński and Krzysztof Kluzek ("Kulisy Polityki" (Behind the Scenes of Politics))

In another shocking investigative piece Jan Piński and Krzysztof Kluzek pose hard questions about the reasons for the inaction of Polish special services in the face of compromising materials concerning Karol Nawrocki. The authors reveal that in the archives of the Internal Security Agency (ABW) there is an operational file classified at the highest secrecy level, containing materials from a multi-year probe of the Tri-City underworld, including escort agencies and the security of the Sopot Grand Hotel. These documents, gathered by honest police and counterintelligence officers, include witness statements, phone billing records and operational notes confirming Nawrocki’s direct involvement, under the alias Batyr, in the scheme of providing prostitutes for hotel guests and his close relations with gangsters from the club “Rozi”. Kluzek and Piński ask plainly: why, after the change of power, did minister Tomasz Siemoniak not declassify these files and not submit a request for the immediate revocation of Nawrocki’s access to state and NATO military secrets? Hiding the truth about the criminal past of the head of state makes the resident of Pałac Namiestnikowski extremely vulnerable to blackmail by foreign intelligence services, including the Russian SWR and FSB, which possess copies of these materials. Moreover, in exchange for protective cover under PiS rule Nawrocki carried out all party orders from Nowogrodzka, blocking judicial appointments and paralyzing diplomacy. The conspiracy of silence within the structures of ABW must be broken immediately, and those responsible for covering up the facts must be held criminally accountable. This pathology of secret arrangements is struck with full force by Pillar 4 and Pillar 24 of the ALGOOMNI Constitution, which require holding the current authorities to account for omissions and the complete declassification and online publication of special services and Institute of National Remembrance (IPN) materials concerning persons holding public office. In accordance with Pillar 25 of the ALGOOMNI Constitution, an open register of illegal collaborators with the security services in state institutions is being created, and Pillar 7 introduces mandatory criminal and toxicological screening for the president under the penalty of immediate dismissal.

ARTICLE VI: SIKORSKI WITHOUT PARDON ABOUT BATYR'S PAST: THE TRUTH ABOUT PIMPING IN THE COURT SINKS THE PALACE MYTH

Based on a journalistic analysis: Tomasz Wiejski ("Okiem Wiejskiego")

Tomasz Wiejski, in his evening analysis, comments on the unprecedented resonance that the public statement by the head of the Ministry of Foreign Affairs, Radosław Sikorski, caused at home and abroad, after he asked the fundamental question about the moral and legal condition of Karol Nawrocki: “pimp, procurer or brothel-keeper?”. Wiejski argues that the words of the foreign minister were an apt and necessary naming of the facts in the face of declassified witness statements before the District Court in Gdańsk. The testimony of former security employee Natasza Geldon, given under penalty of criminal liability for false testimony, definitively shattered the artificially created myth of Nawrocki as an immaculate patriot and historian, revealing a figure who profited from prostitution in a hotel in Sopot. The palace propagandists, flailing in powerless rage, tried to attack Sikorski with invective, which only confirmed the absence of any substantive arguments to defend the resident. Wiejski emphasizes that in international relations Poland has been exposed to gigantic ridicule: no Western leader will sit down for serious talks on security with a man whose name appears in court files in the context of procuring and pimping. Nawrocki’s attempt to flee into religious fanaticism, patronages over Marian apparitions and alliances with Grzegorz Braun is textbook hypocrisy that arouses the disgust of millions of citizens. Tomasz Wiejski recalls that in January 2027 Nawrocki will have to testify under oath in a court in Warsaw, which will become the nail in the coffin of his public career. Into this moral disgrace strikes Pillar 5 and Pillar 16 of the ALGOOMNI Constitution, which abolish the immunity of the head of state and introduce citizen juries to try moral and corruption offences committed by individuals at the highest levels of power. In accordance with Pillar 29 of the Constitution of ALGOOMNI, all assets from undeclared sources are subject to immediate confiscation, and Pillar 50 prohibits whitewashing pimping with official newspeak, ordering conviction directly under the Penal Code.

ARTICLE VII: POLEXIT AS AN ESCAPE FROM THE CELL: KACZYŃSKI'S MAD PLAN AND MUTINY IN PIS LOCAL STRUCTURES!

Based on a political investigation: Jan Piński ("Bez cenzury")

Editor Jan Piński in the programme "Bez cenzury" exposes the backstage of Jarosław Kaczyński's frenzied speech at the forum in Krynica, where the PiS leader announced the necessity of opening negotiations on Poland's exit from the European Union. Piński demonstrates, on the basis of information from the very party headquarters, that the Polexit slogan is not any considered political doctrine but an act of extreme panic by a man who realises his inevitable criminal responsibility for the crimes of the past eight years. Having understood that the recovery of the Constitutional Tribunal by the lawful authorities cuts the pisowski criminals off from their protective umbrella, and that the Nawrocki hotel scandal is stripping them of the last remnants of public support, Kaczyński decided to set Poland on fire and push it into the Russian sphere of influence. The leader's plan envisaged provoking a gigantic geopolitical row that would invalidate European arrest warrants and turn Poland into a closed, authoritarian regime modeled on Belarus. However, this move provoked a powerful revolt within the territorial structures of Law and Justice: local government officials, mayors and farmers from Małopolska, Podkarpacie and Lubelszczyzna are openly declaring their disobedience to Żoliborz, knowing that Polexit would mean the immediate bankruptcy of the Polish countryside and the loss of billions of zloty (PLN) in EU subsidies. Jan Piński reveals that the structures are mass-defecting to the side of Mateusz Morawiecki and Janina Goss, who are building the Rozwój Plus party and cutting themselves off from the president's anti-European madness. Prime Minister Donald Tusk rightly defined the declaration on Polexit as an overt act of treason, and society in over 85 percent categorically rejects the vision of leaving the Western community. This treasonous attempt to destroy sovereignty strikes Pillar 18 and Pillar 20 of the Constitution of ALGOOMNI, which treat the implementation of scenarios of foreign powers as diplomatic treason and introduce a binding citizens' referendum without a turnout threshold, prohibiting politicians from manipulating international treaties without the consent of the sovereign people. In accordance with Pillar 11 of the Constitution of ALGOOMNI, Kaczyński is liable with all his assets for the losses caused by anti-EU sabotage.

ARTICLE VIII: THE NOOSE AROUND THE ZIOBROISTS TIGHTENS: NATIONAL PROSECUTOR'S OFFICE PREPARES TARGETS FOR THE AUTHORS OF LAWLESSNESS AND THE OCCUPATION OF CT

Based on an investigation: Tomasz Szwejgiert ("Z Bańki")

Editor Tomasz Szwejgiert on the programme „Z Bańki” reveals details of a major investigative operation conducted by the Internal Affairs Department of the National Prosecutor's Office (Prokuratura Krajowa) under the direct supervision of Attorney General Waldemar Żurek. After the formal suspension of Bogdan Święczkowski and Bogdan Sochański by the legitimate General Assembly of judges of the Constitutional Tribunal (TK), prosecutors secured hard evidence of a series of serious official crimes committed by the Ziobro clique occupying Szucha Avenue. The investigation files contain proof of illegal copying and removal from the building of covert surveillance media targeting attorney Roman Giertych, the falsification of court dockets at the behest of PiS politicians, the unlawful withholding of salaries for legitimate judges and a physical assault on judge Maciej Berek. Szwejgiert alleges that detention cells have already been prepared for the key authors of this lawlessness, and that the lifting of judicial immunities will occur immediately before the new, lawful composition of the Constitutional Tribunal (TK) chaired by judge Małgorzata Korwin-Piotrowska. Simultaneously, in the prosecutor's offices in Zamość and Warsaw the pact of silence is breaking: successive investigators from the Ziobro and Barski caste are giving extensive testimony incriminating their former patrons, revealing mechanisms of fabricating charges against independent journalists, including Tomasz Szwejgiert and Jan Piński. The era of café impunity and fictitious disciplinary offences is over – Rzeczpospolita will mete out justice with the full severity of the Penal Code, and the perpetrators of the attack on the judiciary will face multi-year prison sentences. Directly implicated in this process of state restoration is Pillar 10 and Pillar 34 of the Constitution of ALGOOMNI, which require the full declassification of the Pegasus wiretapping register and the consolidation of all scandals into one great national investigation with open transmission. In accordance with Pillar 46 of the Constitution of ALGOOMNI, strict procedural deadlines of 7, 14 and 30 days are introduced under the threat of the prosecutor being removed from the profession, and Pillar 47 forces a clear personal signature of responsibility under every indictment. Justice will prevail!

CONSTITUTIONAL MANIFESTO: THE CONSTITUTION OF ALGOOMNI – 50 PILLARS OF THE RULE OF LAW

CITIZEN SOVEREIGNTY, CLEAN POWER AND THE TOTAL ELIMINATION OF IMPUNITY

PART I: ELECTORAL SOVEREIGNTY AND ACCOUNTABILITY FOR LAWLESSNESS (PILLARS 1–10)

  • PILLAR 1: THE SACREDNESS OF EVERY VOTE AND THE PHYSICAL CONTROL OF THE SOVEREIGN

Every cast vote is the highest, direct and inviolable mandate of the sovereign people in the state. No digital algorithm, politicised National Electoral Commission nor party apparatus has the right to invalidate, falsify or distort the will of citizens. An absolute requirement of physical verifiability of a paper ballot is introduced, as well as around-the-clock monitoring of the vote-counting process with direct HD-quality transmission on the open internet. Forging a vote or manipulating an electoral protocol is regarded as the crime of treason and is punishable by life imprisonment with mandatory, total confiscation of the perpetrators' and their patrons' assets.

  • PILLAR 2: A RECOUNT OF THE 2025 PRESIDENTIAL ELECTION VOTES

A statutory, immediate order to conduct full, commission-led inspections and a complete, one hundred percent transparent recount of all ballots from the 2025 presidential election in front of television cameras and in the presence of independent trusted witnesses. The assumption of the highest office in the state under the shadow of manipulated protocols, ballot stuffing and the systemic paralysis of the Supreme Court requires a full clarification of the material truth. If fraud is confirmed, the usurper is to be immediately removed from office and the guilty brought to criminal responsibility.

  • PILLAR 3: ACCOUNTABILITY FOR THE PIS SYSTEM – ABSOLUTE "OPTION ZERO" WITH NO LENIENCY

Full, uncompromising criminal, constitutional and asset liability of officials of Law and Justice and their coalition partners for the systemic dismantling of the separation of powers, the devastation of the rule of law and the brazen looting of billions of zloty (PLN) in the Governmental Reserve Agency, PKN Orlen, Grupa Lotos, NCBR, the Justice Fund and TVP. Any amnesties, clean slates, statutes of limitations or political leniencies are excluded – every scandal will be settled to the bottom with the full, uncompromising forfeiture of stolen property to the State Treasury.

  • PILLAR 4: HOLDING THE CURRENT GOVERNMENT ACCOUNTABLE FOR OMISSIONS, DILATORY TACTICS AND FAILURE TO PURSUE ACCOUNTABILITY

A government elected with a democratic mandate to restore the rule of law that, in the name of conformity, political fear, café arrangements or party coalition calculations chooses delay, sabotage of reforms or the sin of omission, bears direct constitutional and criminal responsibility. Willfully blocking accountability for the crimes of predecessors is treated as direct complicity in the offence of aiding and results in the immediate shortening of parliament's term and the resignation of the government.

  • PILLAR 5: COMPLETE AND DEFINITIVE ABOLITION OF IMMUNITIES THROUGHOUT THE STATE

The definitive elimination of parliamentary immunities (deputy, senatorial, European), judicial, prosecutorial, ministerial, administrative and presidential immunities. All citizens without the slightest exception are one hundred percent equal before the law and answer to independent common courts from liberty or in pre-trial detention. Immunity has become a pathological, criminal shield protecting corruption, pimping, theft, violence and the impunity of demoralised political elites.

  • PILLAR 6: COMPULSORY TWO-TERM LIMITS IN ALL ORGANS OF POWER

Introduction of a strict, non-negotiable limit of a maximum of two terms (counted cumulatively over a person’s entire life) for deputies, senators, city presidents, mayors, village mayors, councilors and presidents of state agencies and central offices. An end to a lifelong, professional caste of politicians welded to their seats for decades, treating a public mandate as a private fief and creating oligarchic administrative clans preying on taxpayers.

  • FILAR 7: OBLIGATORY, QUARTERLY TOXICOLOGICAL TESTS AT THE HIGHEST LEVELS OF POWER

Mandatory, fully independent and random laboratory tests (from blood, urine and hair samples) for the presence of narcotics, psychotropic substances, designer drugs and alcohol, conducted without exception every three months for the President of the Republic, the Prime Minister, members of the government, deputies, senators and judges at all levels. Refusal to submit to testing or detection of prohibited substances results in the immediate, automatic termination of the mandate by operation of law and a lifetime ban on holding public office.

  • FILAR 8: A CITIZENS' CONSTITUTION WITH RIGID CALENDAR DEADLINES

A new Fundamental Law written directly by citizens and independent experts, entirely free of discretionary, rubbery and corruption-prone phrases such as “without delay”, “within a reasonable time” or “without undue delay”. Replace them with absolute, rigid calendar days under penalty of the automatic loss of office by an official, judge or president in the event of exceeding the prescribed deadline.

  • FILAR 9: STRICT ORDER OF RECEIPT IN COURTS AND OFFICES – NO MORE “FREEZERS”

A statutory requirement for absolute processing and consideration of cases according to the strict, second-precise date of their receipt by courts, prosecutor’s offices and public offices, with implementation of a digital timestamp in blockchain technology. The final end to political freezers of inconvenient cases, manipulation of court dockets and deliberate prolongation of proceedings in order to cause their statute of limitations.

  • FILAR 10: FULL AND UNCONDITIONAL DISCLOSURE OF THE LIST OF ILLEGALLY SURVEILLED PERSONS

Immediate publication of a complete, public register of all persons surveilled by cyberweapons (Pegasus, Hermes, Predator and related systems), including the names of officers and prosecutors ordering the wiretaps. Society, journalists and citizens have an inalienable right to the whole truth, and any compensation for victims of surveillance will be paid in full from the private assets of the decision-makers of the services.

CZĘŚĆ II: CLEAN POWER, ANTI-CORRUPTION AND TRANSPARENCY (FILARS 11–20)

  • FILAR 11: FULL CRIMINAL AND ASSET LIABILITY FOR OFFICIALS

Introduction of personal criminal, civil and asset liability (with all present and future assets, including those transferred to spouses, relatives and foundations) for the president, prime ministers, ministers, the president of the National Bank, parliamentarians, local government officials, judges and prosecutors for willful violation of the Constitution, corruption, fabrication of evidence and unlawful decisions that cause harm to citizens or the State Treasury.

  • FILAR 12: TOTAL BAN ON HOLDING MULTIPLE POSITIONS AND BAN ON STATE TREASURY COMPANIES

An absolute ban on sitting on management boards, supervisory boards and advisory bodies of State Treasury companies, municipal companies and government agencies for ministers, deputies, senators, village mayors, mayors, councilors and members of their immediate families (with a mandatory five-year cooling-off period after leaving office). State companies to be managed exclusively by apolitical specialists selected in transparent competitions.

  • FILAR 13: ABSOLUTE BAN ON PARTY-SWITCHING – STOP POLITICAL TOURISM

The mandate of a deputy, senator and councilor is inextricably tied to the will of voters as expressed on the list of the given electoral committee. Abandoning the club, joining another party or political bribery results in automatic, immediate termination of the mandate by operation of law and the assumption of the seat by the next person on the list who achieved the highest result. An end to peddling the votes of the sovereign people.

  • FILAR 14: MANDATORY PRESENCE AT VOTES AND SEJM SESSIONS

The work of a parliamentarian and councilor is a strict, accountable duty of service to the Nation. Unjustified absence from Sejm, Senate, committee meetings or votes exceeding 10% in a quarter results in automatic deprivation of the mandate by operation of law, a lifetime ban on candidacy and permanent loss of entitlement to severance pay and a parliamentary pension.

  • FILAR 15: FULL TRANSPARENCY OF EXPENDITURE – PAYMENTS ONLY BY CARD

A total ban on cash, lump-sum and advance settlements in parliamentary, presidential, government and local government activities. All office expenses, expert opinions, hotels, travel and purchases must be paid only with a named corporate card linked to an open online register accessible to every citizen in real time. Fraudulent mileage claims are treated as ordinary fraud prosecuted ex officio.

  • FILAR 16: NO MORE “SACRED COWS” – EQUAL LAW AND A CITIZENS' JURY

Definitive abolition of separate procedures, corporate disciplinary courts and social arrangements protecting politicians, prosecutors, judges, service agents and their associated pseudo-journalists. Any official crime, cover-up, corruption or fabrication of operational files will be tried publicly before a citizens' jury drawn from the populace.

  • FILAR 17: SYSTEMIC PROTECTION AND STRICT SUPERVISION OF FORMER SERVICE OFFICERS

Officials of special services (AW, Internal Security Agency (ABW), SKW, SWW) possessing knowledge of state secrets cannot be abandoned on the free market as prey for mafias, organized crime and foreign intelligence. Introduce a ten-year ban on working in foreign entities and sensitive sectors (cryptocurrencies, finance, private detective work, political parties) combined with a decent state analytical stipend and strict counterintelligence protection.

  • FILAR 18: BLOCKING INFILTRATION OF THE LEGISLATIVE PROCESS AND A BAN ON LOBBYING

Every draft law, regulation and parliamentary amendment must have an open, digital register of authors with first and last names and a full lobbying trail. An absolute ban is introduced on drafting laws by private law firms and lobbyists of foreign capital. Attempts to smuggle provisions at the behest of corporations or foreign capitals shall be treated as diplomatic treason punishable by many years of imprisonment.

  • PILLAR 19: COMPLETE SEPARATION OF CHURCH AND STATE AND TAXATION OF THE CLERGY

Immediate liquidation of the Church Fund, taxation of the income of religious associations under general rules and an absolute ban on transferring State Treasury and local government real estate for a pittance or with discounts. Religious associations may be financed only from voluntary tax deductions by believers in their annual PIT return.

  • PILLAR 20: CITIZENS' VETO AND BINDING REFERENDUM WITHOUT A TURNOUT THRESHOLD

Restoration of real power to the sovereign people: a motion supported by 500,000 citizens' signatures obliges the Sejm to call a nationwide referendum within 90 days. The result of the referendum is absolutely binding on all state authorities without applying any turnout threshold. The executive and legislative branches are categorically forbidden from modifying or delaying the will of the Nation expressed in the referendum.

PART III: TRANSPARENCY, DIGITALISATION AND STATE SECURITY (PILLARS 21–30)

  • PILLAR 21: DIGITAL TRANSPARENCY AND ACCOUNTABILITY – THE END OF TROLL FARMS

Requirement for full identity verification and use of real data when publishing press articles, running newspapers and registering accounts on public social media. The end of paid troll farms, party bots and organised disinformation that destroys public debate – every participant bears full personal civil and criminal liability for their words.

  • PILLAR 22: TOTAL TRANSPARENCY OF THE SERVICE – MANDATORY BODY CAMERAS

An absolute duty to audiovisually record all official actions undertaken by tax officials, customs officers, police officers and personnel of uniformed and special services by means of continuously active body-worn cameras. Deliberate turning off the camera, covering the lens or destroying a recording shall automatically result in dismissal from service with a black mark and the annulment of all charges against the citizen.

  • PILLAR 23: DIRECT ELECTIONS AND RECALL OF JUDGES, PROSECUTORS AND MINISTERS

Introduction of universal, direct popular elections and a mechanism of recall by the sovereign people through voting of judges of district courts, district prosecutors, senior officials, ministers and the Prime Minister of the Republic of Poland. Elimination of party nomination keys, cabal appointments and corrupt promotions in favor of direct verification by citizens.

  • PILLAR 24: COMPLETE DECLASSIFICATION OF IPN AND PRL SECURITY SERVICE ARCHIVES

Immediate, 100% opening and full online publication of all archival materials, personal and operational files of the Institute of National Remembrance (IPN) and the communist special services (SB, WSW, Second Directorate of the General Staff). Elimination of all restricted collections to definitively cut off file blackmail and hiding the agent pasts of public figures.

  • PILLAR 25: PUBLIC LIST OF ILLEGAL SERVICE COLLABORATORS IN TRUSTED PROFESSIONS

An absolute publication of a complete register of persons holding public trust professions (judges, prosecutors, advocates, legal advisers, doctors, journalists) who were illegally recruited or undertook clandestine cooperation with the special services (including the Central Anti-Corruption Bureau (CBA)). Secret entanglement in the justice apparatus and media constitutes a mortal threat to the constitutional order.

  • PILLAR 26: MODERN AND DEFENSIVE EDUCATION – AI, DEFENSE AND PROGRAMMING

Definitive removal of religious education from public schools and allocation of the saved billions to subjects of key civilisational and strategic importance: practical defense preparation, marksmanship, medical rescue, cybersecurity, artificial intelligence (AI) technologies and advanced programming from the youngest ages.

  • PILLAR 27: CONSTITUTIONAL ANTI-AUTHORITARIAN SAFEGUARDS – BLOCKING DICTATORSHIP

Implementation of hard, systemic controlling safeguards preventing authoritarian usurpation by the executive and presidential power. Any attempt to refuse to appoint a legal government, block judicial nominations or manipulate elections shall result in the automatic suspension of the presidential office by operation of law and the transfer of duties to the Marshal of the Sejm.

  • PILLAR 28: TOTAL TRANSPARENCY OF REMUNERATIONS THROUGHOUT THE PUBLIC SECTOR

Introduction of absolute transparency of all salaries, awards, bonuses (including in the National Bank of Poland (NBP) and the Chancellery of the President), functional allowances and per diems received by politicians, members of government, state and local government officials and authorities of foundations using public funds or collections. A publicly accessible online register of remunerations operating in real time will eliminate hidden corruption and party sinecures.

  • PILLAR 29: ASSET DECLARATIONS 100% PUBLIC, DIGITAL AND FOR THE FAMILY

Total elimination of secrecy clauses in asset declarations of persons holding public office. Obligation to complete declarations in a standardized digital format with real market valuations of real estate, cryptocurrencies, company shares and assets transferred to spouses, children and family foundations under penalty of mandatory confiscation of undisclosed property.

  • PILLAR 30: COMPLETE ANNULMENT OF THE TWO-WEEK GOVERNMENT'S DECISIONS FROM 2023

Statutory recognition as absolutely void by operation of law (ex tunc) of all financial decisions, resolutions, personal appointments, grants and asset transfers made by the so-called two-week government of Mateusz Morawiecki from November 2023. All acts are to be immediately deleted and funds taken out returned to the state budget.

PART IV: ECONOMIC, DEFENSE AND LEGAL SOVEREIGNTY (PILLARS 31–40)

  • PILLAR 31: ARMS SOVEREIGNTY – SOURCE CODES AND MANDATORY OFFSET

An absolute statutory requirement that every arms contract concluded by the Armed Forces of the Republic of Poland must include full industrial offset, technology transfer, servicing in Polish facilities and the handover of full source codes and operational accesses to the Republic. A ban on buying bare equipment that makes the country’s security dependent on the whims and decisions of foreign capitals.

  • PILLAR 32: ZERO REMUNERATION FOR SUSPENDED OFFICIALS AND JUDGES

Immediate suspension of salary payments, allowances and all emoluments for prosecutors, judges and senior state officials in the event of their formal suspension from duties or the initiation of criminal proceedings for breaking the law. No more paying tens of thousands of zloty per month for the idleness of people from the old establishment.

  • PILLAR 33: NO SEVERANCE PACKAGES OR 'GOLDEN PARACHUTES' IN THE PUBLIC SECTOR

Total elimination of severance payments, gigantic compensation for non-compete clauses and golden parachutes for ministers, deputy ministers, presidents of NBP, village heads, mayors, city presidents and members of boards of directors and supervisory boards of State Treasury and municipal companies. Working for the state is service, not a tool for milking the budget by party appointees.

  • PILLAR 34: ONE GRAND INVESTIGATION INTO THE 2025 PRESIDENTIAL ELECTIONS

Mandatory consolidation of all scattered proceedings concerning election protests, irregularities and suspicions of falsifying the 2025 presidential elections into one large nationwide investigation conducted directly under the supervision of the Prosecutor General with public broadcasting of interrogations in order to punish the backers of the attack on the elections.

  • PILLAR 35: LIQUIDATION OF THE CBA AND THE POLITICISED INSTITUTE OF NATIONAL REMEMBRANCE

Definitive liquidation of the Central Anti-Corruption Bureau (CBA) and the Institute of National Remembrance (IPN) – institutions transformed by the party apparatus into a political police, kompromat factories and centres for protecting power networks. Anti-corruption competencies will be taken over by the Central Investigation Bureau of the Police (CBŚP), and the IPN archives will be 100% declassified and handed over to the State Archives.

  • PILLAR 36: UNIVERSAL VOTING OBLIGATION AND SECURE HYBRID VOTING

Introduction by statute of a universal obligation to participate in elections for all adult citizens modeled on proven democratic systems. Implementation of secure, encrypted Internet voting based on blockchain technology in full coexistence with polling stations. Total elimination of party subsidies and abolition of the archaic election silence.

  • PILLAR 37: RIGID DEADLINES THAT RESOLVE CASES IN FAVOR OF THE CITIZEN

Removal from all statutes and codes of discretionary procedural phrases. Introduction of rigid calendar deadlines for an office or court to resolve a matter – missing them results in an automatic, definitive decision in favor of the citizen (the principle of silent consent and recognition of the claim), and the dilatory official bears personal financial liability.

  • PILLAR 38: CITIZENS' MONOPOLY ON DRAFTING A NEW CONSTITUTION OF THE REPUBLIC OF POLAND

Absolute exclusion from the process of drafting the New Basic Law of former and current deputies, senators, ministers, presidents and representatives of party legal corporations. The new Constitution must be an act of the sovereign people: prepared by a Citizens’ Assembly chosen by lottery with the support of independent experts and approved in a nationwide referendum.

  • PILLAR 39: THE STATUS OF A POLITICIAN AS A HIRED EMPLOYEE OF THE NATION

Statutory definition of the legal status of a deputy, senator and councillor as a hired employee of the Nation. Mandatory attendance at votes under penalty of immediate disciplinary dismissal and loss of remuneration. Changing parliamentary club or party during a term results in the immediate expiry of the mandate by operation of law.

  • PILLAR 40: INSTITUTIONAL AUTOMATISM OF THE RULE OF LAW – NO MORE BLOCKADES

Implementation of a strict regime of responsibility for all state bodies for refusing to execute final judgments, rulings and court resolutions. When a public official, president, minister or judge delays the execution of a constitutional duty (e.g. taking the oath from judges or signing ambassadorial nominations), the IT system automatically suspends them from duties after 14 days and initiates removal from office procedures.

PART V: JUSTICE, FINANCE AND PERSONAL RESPONSIBILITY (PILLARS 41–50)

  • PILLAR 41: DELEGALISATION OF NEO-JUDGES, BAN ON JUDGING AND STRIP OF EMOLUMENTS

All judges appointed in blatant violation of the Constitution by the politicised neo-National Council of the Judiciary (KRS) and duplicate judges in the Constitutional Tribunal are by law permanently removed from adjudication. Their appointment acts are treated as void. They are immediately deprived of illegitimate immunities and luxurious retirement privileges and transferred to the general ZUS system, bearing full criminal responsibility for unlawful judgments issued.

  • PILLAR 42: ABSOLUTE BAN ON INTERMEDIARIES IN PUBLIC AND DEFENCE CONTRACTS

For the execution of state, local government, infrastructure, fuel and military procurements, a strict ban is introduced on the participation of any intermediaries, shell companies (such as OTS), advisory entities and commission agents. Contracts may be concluded only directly with certified manufacturers under the presumption of corruption and treason.

  • PILLAR 43: MANDATORY CUSTODY FOR OFFICIALS AND POLITICIANS

Politicians, members of the government, deputies, senators, judges, prosecutors and senior state officials who commit offences in connection with their function are completely deprived of the possibility of suspended sentences. For corruption, abuse of power, paid protection or theft of public property, only unconditional imprisonment is imposed, increased by a minimum of 50% compared with general sanctions.

  • PILLAR 44: ABSOLUTE JURISDICTIONAL EQUALITY – BAN ON CORPORATE CONSENTS

The final rejection of any formal and material immunities. No person on the territory of the Republic of Poland – regardless of whether they hold the office of President, Prime Minister, marshal, member of parliament, judge or prosecutor – has a protective shield against the law. A notification of the commission of a crime is processed immediately by a common court without the need to obtain any Sejm resolutions or corporate consents.

  • PILLAR 45: DIGITAL SOVEREIGNTY AND FULL JURISDICTION OVER PLATFORMS

All global digital corporations, web applications and social services that monetize traffic or collect data on the territory of Poland must unconditionally be subject to Polish law and Polish courts. Every entity has a statutory obligation to have a physical registered office in Poland with direct contact details for an authorized management board under penalty of immediate domain blocking and financial sanctions.

  • PILLAR 46: CALENDAR JUDICIAL AND PROSECUTORIAL RIGOR (DEADLINES 7/14/30 DAYS)

The introduction of rigid, non-extendable calendar deadlines for courts and prosecutor’s offices: a maximum of 7 days to issue incidental rulings, 14 days to prepare a written justification of a judgment and 30 days to conclude key procedural stages. Missing a deadline results in the automatic loss of 50% of the judge’s or prosecutor’s salary for that month, and a repeat violation leads to disciplinary removal from the profession.

  • PILLAR 47: TWO-COMPONENT, LEGIBLE SIGNATURE OF PERSONAL RESPONSIBILITY

Every court judgment, prosecutorial ruling, administrative decision, bill, regulation and their justification must, under penalty of absolute nullity, be marked with the legible full first name and surname of the responsible person printed in a computer font and their handwritten, legible personal signature. The use of illegible initials and anonymous stamps is prohibited.

  • PILLAR 48: REAL-TIME BANKING – SETTLEMENTS 24/7/365

All banking and financial institutions operating on the territory of the Republic of Poland have an unconditional obligation to post and settle interbank transfers in real time, 24 hours a day, 7 days a week, 365 days a year without additional fees. The withholding of citizens’ and entrepreneurs’ funds in interbank clearing sessions such as Elixir and the unlawful use of other people’s capital on weekends and holidays is prohibited.

  • PILLAR 49: MANDATORY VAT REFUND WITHIN A MAXIMUM OF 7 DAYS

A statutory obligation to refund overpaid value added tax (VAT) to entrepreneurs’ bank accounts within a non-extendable period of 7 calendar days from the filing of the return. Company funds are the bloodstream of the national economy and cannot be frozen under the pretext of months-long tax verifications. Any inspections may take place only in parallel without blocking cash flow.

  • PILLAR 50: AN END TO THE NEWSPEAK OF IMPUNITY – PRECISE CRIMINAL QUALIFICATION

An absolute ban on judges, prosecutors and politicians using manipulative newspeak that conceals crimes. The complete elimination of artificial concepts such as “disciplinary offense”, “breach of the dignity of office”, “formal error” or “oversight” in relation to theft, pimping, corruption, falsifying elections, human rights violations and constitutional treason. Each such act is to be qualified and tried directly under the Penal Code with mandatory confiscation of assets!
